There is always a little water in all dishwashers. Sounds like to me that you may have a kinked drain hose or maybe the way you have hooked the drain up. The drain hose should go to a vacuum break that is mounted on the sink flange and then another hose goes to the disposal. If you have the hose hooked directly to the disposal you may be getting water back from the sink to the dw. raise the hose up as high as possible and attach under the sink so there is a high loop in your hose so water cannot drain back from the sink
I just posted the same problem with our new electrolux Dw last night, Today I pulled the dw out and sure enough the hose had a kink in it. I am running a test wash right now, I am confident the problem will be solved. I will post again if it doesn't do the trick. Thank you to the pros here for the info by the way!

Dishlex Global 310 model. My dishwasher has water sitting on the bottom of it and it wont drain. I noticed it after I did a cycle of dirty dishes and the 'fast' light was flashing when I went to open it. Which shouldnt have been because it was on a normal wash. Kitchenaid dishwasher - small pieces of food are left on otherwise clean dishes. Water level comes to about 1 inch below heater coil. My Kenmore Elite dishwasher (model 665.17462300) is not spraying the water from the basin in the bottom up through the rest of the dishwasher. The basin fills with water, then just makes a humming noise and appears to splash a little of the water around the very bottom of the dishwasher.
