\015\012The water is admitted into the dishwasher through a little magnetically controlled valve underneath your dishwasher. This valve opens and shuts electrically. There is a little plunger in it that is pushed shut by a spring when no power is applied to the magnetic coil. Dirt can get underneath the plunger and allow water to seep through the valve. That is what is happening in your case. This soleniod vavle will need to be replaced.
\015\012This tip is about that valve and will help you to idenify it, find a replacement and install a new one. The problem is different, but the reverse is happening for you.

My Frigidaire Dishwasher FDB1050RES2 gets stuck in a rinse cycle. The light on the front will be lit "clean" but the bottom of the washer is full of water.
