Hello
This is called the upper spray arm and there is a hole in the center of it that let's it slide on a shaft and then there is a cap that covers this shaft and helps hold it in place.
here is a web link that explains all of this and more ok so feel free to read all of it there is a lot of good information there

The sprayer\015\012arms seldom cause any trouble, but sometimes the spray holes in the\015\012arms become encrusted with detergent or minerals. When this happens,\015\012the holes must be cleaned out so that the arms will work efficiently.\015\012Remove the lower arm by twisting off the cap that holds it to the motor\015\012shaft. Wash it thoroughly with water and mild household detergent.\015\012Sharpen a lead pencil and break off the lead point. Use the tapered end\015\012of the pencil to **** out the holes. A wood manicure stick can also be\015\012used.

A\015\012clogged strainer can cause the dishwasher to flood or overfill. Clean\015\012the strainer regularly, or after each load of dishes is washed.Do\015\012not use toothpicks, matches, or metal objects for this job. Lightweight\015\012wooden sticks could break off in the ports, causing blockage; metal\015\012could scrape and enlarge the ports. After cleaning, place the sprayer\015\012arm back on the motor shaft and twist the cap back on to hold it in\015\012place. Follow the same procedure to clean the upper sprayer arm.
Removing and Cleaning the Strainer
The\015\012strainer is located directly under the lower sprayer arm. When the\015\012strainer becomes clogged with food and detergent debris, the dishwasher\015\012may flood or overfill. On some dishwashers, the strainer is a plastic\015\012or metal component consisting of two semicircular halves. To remove\015\012this type of strainer, pry it up. On other dishwashers, the strainer is\015\012a one-piece component. To remove this type, remove the cap that holds\015\012the sprayer arm on its shaft. Then remove the sprayer arm and the\015\012strainer.

Wash\015\012the strainer in the kitchen sink with water and a mild household\015\012detergent. Use a fairly stiff brush to get all the debris out of the\015\012holes and slots in the strainer. Rinse the strainer well and replace\015\012it. If part of the strainer lifts out for regular cleaning, check it\015\012and clean it -- if necessary -- after each load of dishes is washed.
Troubleshooting Leaks
If\015\012the dishwasher leaks, and you know the problem is not related to tub\015\012overfilling, the pump, or inlet valve problems, the plumbing\015\012connections may be faulty. Most dishwashers are connected to the water\015\012supply with metal pipe fittings, and the leak could be at these\015\012fittings. If the fittings are threaded, tighten them with an adjustable\015\012wrench. If this doesn't work, chances are the threads are stripped or\015\012the fitting is cracked or otherwise damaged. In this case, replace the\015\012fitting.
Most dishwashers discharge used water through a pipe or\015\012a hose connected to the drain or garbage disposer under the kitchen\015\012sink. If the drain line is made of flexible hosing, it may have cracked\015\012from prolonged exposure to hot water. Examine the hose; if it's\015\012damaged, replace it. If the hose is leaking at its connections with the\015\012disposer or dishwasher, tighten the fittings or clamps at the\015\012connections, or replace the clamps. Also check for water leaks around\015\012inlet valves, drain valves, and anywhere you see flexible hoses and\015\012hose connections. Leaks at clamps can be stopped by tightening or\015\012replacing the clamps. Leaks in hoses can be eliminated by replacing the\015\012hoses.

Kenmore dishwasher My Kenmore dishwasher model 630.16302401 is not successfully completing wash cycle. When I hit "normal" and turn it on, water enters the d/w, and the sprayers (both top and bottom), spray water. Approx. 10 mins. later, the water is drained. At that point, it appears that water never again enters the d/w to complete the wash cycle. In fact, the soap in the dispenser does get released, and the door opens. I have a Smeg DWD1SSE dishwasher, that has decided to start and stop on it's own during the wash cycle. We have to restart it at least three times during the 30 min short wash, and it very rarely gets to finish a whole cycle. I have stripped it down to make sure that there is no moisture on the main PCB behind the buttons, which there isn't. I think it looks as though the control board is faulty. If anyone can help or back my thoughts up, I would be very great full. Thanks.
