I have a Whirlpool Gold GU98OSCGZ2 - low water level and dishes not clean

\015 The top rack never comes clean and it appears the level of water is not filling up to where it should. The amount of water only circles the base of the spinner and that is all. I was told the amount of water should be higher. What could be causing the problem?\015

The water inlet valve needs to be replaced. remove the bottom panel. the valve is located on the left side behind the panel. pretty easy to replace

My Whirlpool Gold Series 980 dishwater no longer fills up with enough water to drive the washing arms, so the dishes do not come out clean. I cleaned the filter on the water intake valve (which was really clogged) and it still did the same thing. Replaced the inlet valve and still no change. I have a whirlpool gold dishwasher model Quiet Partner 3. The top rack is not cleaning the dishes very well. We live in the country and have hard water. I am wondering if there could be a buildup of some sort inside the water arm and causing it to block some of the water.
